Your stories have to get recommended for a boost, either by editors of a number of publication or by Medium staff. Submitting to those publications gives you a better chance. I suggest reading the guidelines from Illumination-Curated to get a good idea of what Medium is looking for. I hav 42K followers yet I don't think my stories are being pushed to them, I pay more attention to subscribers who at least get email notifications when I publish a story.
