You aren't arguing the facts, you seem to be saying they had no choice. The Compromise of 1877 was a choice, Posse Comitatus was a choice, looking the other way during Jim Crow was a choice. This is when I pointed to as the beginning of the slippery slide. All these things happened and you rationalize them, also a choice. Congress controls the purse strings, they could have kept Hayes in line.
