The enslaved people in the mostly Southern states weren't given a single right or even three-fifth's of a right in the Constitution. The sole purpose of that clause was to give the white, male, landowners additional voting strength so that the institution of slavery couldn't be voted out by Northern states with more white, male voters who were more likely to oppose slavery. These were the negotiations, along with the Electoral College, slave-owning states, especially South Carolina were insisting on before joining the Union.
They missed the okey-doke Thomas Jefferson and Virginia plantation owners were planning twenty years ahead of time as they planned to eliminate the International slave trade to give more value to Domestic enslaved people. They had to increase production to cover the shortfall by the forced breeding (rape) of Black women which they called "natural increase."
