Some of them are hemorrhaging financially because of the failure of their states to match federal funds as required (the public schools from the 1890 2nd Morrill Act. A study showed that those schools were deprived of $57 million between 2010–2012 alone.

The HBCUs can take heart in that they fared far better than the Tribal colleges funded by the 1994 Land Grant Act. I have a piece on how Native Americans have been treated coming out in a couple of days.
