Protestantism originated in Germany so certainly, some Germans were Protestant. None of those groups were originally considered white by the public. The government officially made white a thing in 1790 with the immigration act. If you are arguing the reference to the immigration act shouldn’t be included in the same paragraph, I get your point and will make a change to note the government’s definition was broader.
