I would look at those communities as well, recognized that they didn't just pop up but were part of municipal planning, segregation, redlining, blocking minorities from FHA and VA financing for decades. America created its middle class through housing programs and lower classes the same way. America has had gangs since early in its history, long before Black people were able to congregate, even the free ones. The conditions you mention are a function of economics over which some of these communities had no control. Still, they are what they are and it would be wise to be wary, while improving the conditions that begat them.
