I would have put Thomas Jefferson at the top of the list. He abolished the International Slave Trate as allowed for in the Constitution but only as a protectionist policy to allow the domestic slave trade to flourish. The way America was able to keep up with demand was by forced breeding and rape, which he kinda outlined in a letter to George Washington telling him he could increase profits by 4% a year if his female slaves had a child every two years.
