I would agree with you that Palestinians are doing what they can to kill Israeli citizens and strike fear into the country. I would add that their efforts are relatively ineffective and the Iron Dome is mostly successful in thwarting those attempts. The loss of Israeli lives is terrible though they pale compared to the Palestinian losses.

I disagree that Israel is doing everything it can to prevent civilian losses. In the statements I've heard, they justified their attacks which killed civilians by speaking of an underlying target or the use of human shields. Netanyahu's words about concern for innocent lives are disabused by his actions. The dead civilians are telling the story.
