I agree had you been on that street there would be nothing you could have done. A crowd tried to assist while George Floyd was being killed, it didn't matter. However change can come from the outside. Congress could impose guidelines and penalties and instead they send tanks. Cities could require civillian oversight which exists in few places. That requires citizens making their voices known and demanding their politicians make change lest they be changed out.
