As far as the beatings and attempts to demoralize Black men, it certainly is. Rapes aren't done in public anymore, they are allowed to occur in prisons. It still goes on.

I don't mean to demean or ignore the attacks on Black women, then and now. I write about those separately but the topic of buck breaking rarely comes up.
